Bartlett defends convicted soldier over UN insignia clash
Rep. Roscoe G Bartlett urged President Clinton to overturn the conviction of Spc. Michael New, an Army medic discharged after a court martial for refusing to wear United Nations insignia in Macedonia. Co sponsors James Traficant and David Funderburk backed the move, arguing U.S. troops cannot be placed under foreign command without congress. New, 22, called an American hero, said he obeyed the Constitution, not the UN. White House aides did not comment. The bad conduct discharge risks loss of veterans benefits and requires review by Gen. Montgomery Meigs.
