ANNAPOLIS Jan 22 Gov McKeldin signaled openness to a compromise in a major fiscal dispute with Democrats over state police funding. He suggested splitting the two million dollar annual police financing between special funds from motor vehicle revenues and general funds for non traffic duties. A Legislative Council panel was formed to study such a plan, tied to a 12 year 568 million highway program.
