Governor Parris Glendening proposed a 149 million increase for K 12 and higher education within a no growth 14.7 billion budget. He said a personal income tax cut would be irresponsible given the slowing economy and possible federal aid cuts. The plan pleased lawmakers focused on conservative fiscal restraint.

FCC president Lee Betts noted goals of improving the rate while acknowledging factors like unclear student goals and work commitments. The trustees also approved a revision to the fiscal year 1997 capital budget request.
Frederick County schools face heavy absences as weather disrupts the year. Morning kindergartners miss five more days than peers, while two hour delays cancel morning sessions but allow afternoon classes. Superintendent Daniel Gadra previews a tentative flip flop plan to shift kindergarten schedules on late opening days.
