Washington AP reports Israelis and Jordanians begin formal talks for potential peace with agenda and future discussions outlined. Palestinian and Jordanian teams meet, three-way sessions planned, amid pressure over self rule and broader Arab-Israeli negotiations with Syria and Lebanon also underway.
Frederick County Super intendent Noel T Farmer Jr. announced a 1.4 million dollar reduction in central office staff as part of the 1993 budget. He noted the county faces a two million dollar shortfall from 1991 and a state deficit of 1.1 billion, with further cuts likely depending on state funding. Public briefings and hearings are scheduled through February at Monocacy Middle School.

A 15 year old Frederick County youth suffered third degree burns over 70 percent of his body when lighter sparked vapors igniting gasoline in a shed near Ballenger Creek Pike Adams town. He was flown to Washington Hospital Center in critical condition. Another burn incident occurred Friday when Joann Gales was burned by aerosol vapors from hair spray near a gas stove and remained in stable condition at Frederick Memorial Hospital.
Frederick Memorial Hospital reports a three week surge with every bed occupied and about 225 patients treated daily. Emergency department visits peaked at 163 on a Sunday, while several elderly patients faced severe respiratory issues and fever. Health officials call it an epidemic. officials urge rest, fluids, crowd avoidance, and flu shots.
Walkersville burgess Orley Bourland urged towns to share county costs for parks and open space as state aid dwindles. At a County Council of Governments meeting he called for local officials to participate in updating the Land Preservation and Recreation Plan, last updated in 1988, with completion targeted for October. The plan will assess resources, needs, and land acquisition, and study park types and acreage goals amid a funding shortage.
El Salvador and FMLN negotiators reached final terms to cut the national armed forces by half within 24 months starting Feb 1, reducing the 63,175 troops to 31,000 and disbanding five anti insurgency battalions. The FMLN military structure will be eliminated in five stages by Oct 31.
