Congress set for illegal pay raise in 1992
The Madison Amendment requires open votes on congressional pay increases and forbids a sitting Congress from granting itself a raise. Congress created an automatic COLA mechanism and voted only on enabling legislation, allowing a $4100 pay bump for each member on January 1. The American Constitutional Law Foundation sued, but Judge Stanley Sparkin offered a stance allowing an unconstitutional raid on the Treasury.

Fr Keys Hotel sealed after bomb scare and search
Twenty years ago the Francis Scott Key Hotel was forced to close after Frederick police received a call about a bomb. Officers searched the hotel and the Loyola Federal Savings and Loan office located there but found nothing. Owner Norman Todd closed the facility for several hours as a precaution. A seven foot by ten foot sink hole appeared in Walkersville and was attributed to an old well. It was filled with rock to protect children. The former city Patrick Court Parking Plaza reopened under private management with modern ticket machines and automated controls. The owners offered the 130 spaces to downtown merchants via the Frederick Downtown Association for free parking for customers.
