Rome reports say an Italian investigating judge plans to seek an international arrest warrant for Palestinian leader Abu Nidal tied to last week's Rome airport attack. U S bases and personnel are said to be on semi alert amid tensions over Libya. A U S naval task force left Naples after a port call, while Italian papers note the terrorist group links to Nidal.

Pre-filed Maryland bills promise busy 1986 session
The 469 pre filed measures face a session with all 188 legislators up for reelection and likely a flood of laws. Key proposals include shortening the session to 60 days, repealing Allegany Sunday Blue Laws, and tighter controls on savings definitions. New anti drunken driving and mandatory seat belt bills return, along with truck load safety and a right lane spread to 50 mph for uncovered loads. A high span bridge on Md 50 at Kent Narrows is proposed to ease beach traffic. Proposals also seek stun gun bans, juror list changes, mandatory safe boating education, and an instant state lottery funding the Maryland Deposit Insurance Funds.
