No clear conflict seen in stormwater rules on Smart Growth
The Greater Frederick Development Corp fears the Maryland Stormwater Design Manual draft could slow Smart Growth by lowering available sites for redevelopment. MDE argues redevelopments before 1984 and certain downtown projects are exempt and that only modest runoff controls are required where space is tight. Local leaders urge coordination between MDE and governor staff, while noting ongoing downtown development plans and a new six story, 11 million dollar office retail center.
