Arson task force may need fulltime coordinator says Desmond

Montgomery County Arson Task Force aims to present a broad anti arson program next month. Lt. Michael W. Desmond, coordinating the effort, will return to patrol on March 31 as the final report is submitted to County Executive Charles W. Gilchrist. He expects the recommendations will require a full-time coordinator to implement, noting arson's overllap with law enforcement and public safety. Desmond supports continued cross department coordination. Capt. John Best will oversee implementing recommendations within Fire and Rescue, with staff support for the task force continuing. Desmond highlights arson as a growing problem with losses of eight million dollars in 1982 and incidents nearly doubling.

The firm proved it represented the bank, not the homeowners, so no duty to protect the Flahertys' interests existed. Remaining claim targets surveyor Wilbur L. Ford with trial set later this year for negligence and breach of implied warranties seeking $400,000.
