Flood control and the flood threat across rivers
The piece argues floods drain national resources each spring as rivers rise. It cites 1913 damage to Ohio and Indiana at 300 million dollars and questions the cost efficiency of levees versus reservoirs. Observers say protecting the Mississippi valley would cost far more than 157 million. It advocates tree planting and forest growth in upper basins as a remedy and notes political hurdles in funding returns to public rather than private interests.
