Flexibility urged in base ball pay ceilings by Salary Board
Washington Feb 13 The Salary Stabilization Board heard John Kieran argue for flexibility in baseball payroll rules and that signing bonuses for young players should not count toward pay ceilings. He noted such bonuses are a sale of a property right and urged sympathetic treatment for clubs with pending contracts. The panel may use either 1951 payroll as base or 1946 1950 base plus 16 percent, with emphasis on flexibility amid pennant race hazards. Desmond signaled board likely to follow Kieran’s recommendations.
