War Council Bill Aims to Suspend Maryland Laws
Baltimore December 17 A drastic emergency bill creating a seven member War Council to suspend acts of the Maryland General Assembly deemed detrimental to the war effort was submitted to the Legislative Council by the Attorney General. The council would include the Attorney General, members of both houses, and four public representatives. The measure faced opposition from council members who feared loss of legislative rights. The bill would allow immediate action during emergencies and contemplates raising legislators’ salaries to 1000 per year to enable quick summons. The proposal also includes a $200 bonus for state employees and outlines phased payments for teachers and other workers, with hearings already conducted since 1941 and a broad list of bill recommendations toward the assembly’s January session.
