Frederick County residents express mixed views on a federal health care bill. Small business owners fear mandates and higher costs, while others argue government should not run health care. Some support reform but worry about taxes. individuals cite personal premiums and disability concerns.
A 20 member Senate group unveiled a market based health plan to extend coverage to the uninsured while limiting costs. It would require employers to offer three plan choices and aims for 95 percent coverage by 2001 with subsidies phased in to reach higher incomes by 2004. The proposal targets $100 billion in deficit reduction over ten years and rejects the Mitchell bill’s generosity, calling it a price controlled, practical option.
Neil Dhillon, 32, the youngest Democrat in the Maryland 6th District primary, says he is on a mission to replace incumbent Roscoe Bartlett. Dhillon arrived on Capitol Hill as a 21 year old intern 11 years ago and has pursued public service with clear resolve.

Democrats and moderate Republicans worked through the night to trim President Clinton's crime bill by about 3 billion dollars but did not finish a deal to move the measure in the House. Negotiators aimed to reduce a 33 billion package to around 30 billion, with cuts primarily in crime prevention programs and youth employment, while keeping some provisions for prison funding and college scholarships for police service.
The Frederick County Detention Center became the third of Maryland's 23 jails to receive accreditation from the Commission on Accreditation for Corrections. Nationally, about 100 of 33 000 jails have earned the award. Sheriff Carl Harbaugh and ACA spokesman Jeffrey Washington described the peer review standards and safe, efficient operations the designation requires.
