Judge signals Crabbers lose round in court ruling
Circuit Judge Gwen Wise refused Friday to block Maryland and Virginia crab regulations that limit crabbing to eight hours a day. The ruling denies a preliminary injunction while watermen pursue the merits, noting low chances of success. Watermen testified harvests fell 25 to 50 percent this season, claiming the rules harm their livelihoods. Officials hailed the decision as protecting Chesapeake Bay blue crab stocks for the long term.

Frederick city bond upgrade raises hopes for lower borrowing costs
Moody's upgraded Frederick's bond rating to higher status ahead of selling 45.7 million in general obligation bonds and 4.1 million for airport improvements set for August 7. The move follows a city financial review and a prior visit by rating agencies, with Standard & Poor's also upgrading shortly after. The change should help lure investors and reduce interest costs for taxpayers.
