Senator Muskie of Maine quits future primaries due to funds shortfall while maintaining he will stay in the race for the Democratic nomination. He says his name will remain on ballots in several states and urges supporters to reassess commitments as he contemplates a possible convention compromise.
Governor Mandel announced vetoes on two measures that would reduce Frederick County revenues by 407 000 dollars over 15 months. The bills would also affect county aid for Catoctin High School debt and could cut an additional 107 000 next year. Mandel signed a beer and wine tax increase expected to raise about 7 million dollars statewide, with Frederick receiving about 60 000 and Montgomery 290 600.
Frederick mayor E Paul Magaha says the city is pursuing re establishment of public transportation after Litten and Litten Bus Service stopped city routes Monday. Officials plan to consider subsidized options if private providers do not resume service.
Frederick plans to obtain 284 434 in federal and state funds for a Detrick Branch outfall sewer and a vest pocket park on 7 W. Second St. The project includes a 4600 foot sewer from Motter Ave to the Monocacy Waste Water Treatment Plant and a small green park with benches funded in part by HUD and state money.
Medical transportation officials and Medicaid card holders canceled a Frederick County Commissioners meeting when a reporter was barred from the discussion. Mrs. Mabel Shupe, lead driver candidate, said the press ban hid problems as Medicaid patients have suffered bus issues and now use older cars to Baltimore facilities. She plans a second open meeting with Medicaid patients and seniors to address alleged misuse and abuse of the bus.
Fire calls logged in 24 hours ending at 10 am include a 1:40 am blaze at the Circle S Restaurant storage building with responders from Independents Juniors Uniteds and Citizens. A 5:42 pm brush fire was handled by Thurmont. Ambulance calls were Emergency 2 and Routine 0. Jail population shows 26 males and no females or juveniles.
President Nixon announced a two month plan to reduce U S forces in South Vietnam to 49 000 by July 1 while intensifying bombing of North Vietnam until Hanoi halts its invasion. He urged nationwide support and warned Congress against backing Hanoi. He linked Paris talks to achieving a halt to the invasion and release of prisoners of war.
At the Paris peace talks the United States pressed North Vietnam to end its actions in South Vietnam and withdraw troops. North Vietnam rejected the invasion claim as absurd and accused the U S of aggression. U S envoy Porter urged rapid withdrawal and warned talks could break off if North Vietnam refused to address both invasion and prisoners of war. Nixon pledged to stop bombing in a speech.
Clark MacGregor Special Counsel to the President urged about 350 Republicans at the Urbana Peter Pan Inn to push for a House vote on Nixon programs from the State of the Union. He praised revenue sharing welfare reform executive reorganization health proposals and environmental protections while honoring Nixon’s personal character and presidency.
Nine residents at Manor Nursing Home in Wheaton Maryland were hospitalized with salmonella infections. Six confirmed cases, outbreak reported April 11. Sanitary conditions praised. patients moved to Suburban Montgomery General Walter Reed and Holy Cross hospitals.
Apollo 16 astronauts John W. Young Charles M. Duke Jr. and Thomas K. Mattingly II return to Earth 11 days after launch with hopes of proving volcanic activity beneath the lunar surface. Splashdown is targeted 2 44 p m EST 178 miles southeast of Christmas Island 1519 miles south of Hawaii. The Ticonderoga carrier reports favorable weather while the crew clings to a final news conference at Mission Control.
The state Board of Education unanimously reappointed Dr. James A. Sensenbaugh in Westminster to a third four year term as Maryland superintendent of schools. The board also approved major changes in state teacher certification requiring college or in service courses in teaching or reading. The 36,000 dollar annual post was first given in 1964 to the Frederick County native. About 20,000 Maryland teachers may need to return to school to meet the new reading and teaching requirements effective 1974.
In New York the stock market showed modest gains as the Dow Jones industrial average rose 1.36 points to 948.30 at 10:30 a.m. Trading was steady with several leading issues showing strength and traders noted cautious optimism across sectors.
