Wright predicts House approval of arms control proposals
House Speaker Jim Wright says two arms control measures will pass this week despite Reagan fears they could hinder U S Soviet talks. Wright, back from Moscow with 13 colleagues, noted a near accord and a rare opening since the Russian Revolution era. He spoke at Andrews Air Force Base as Shultz returned from Moscow amid optimism. NATO officials met to discuss Western strategy as the House considers the $11 billion appropriations bill containing the two proposals and U S compliance with the unratified SALT II treaty and a near-total ban on nuclear tests if the Soviets halt theirs.

Alfonsin names new army chief after mutiny in Argentina
President Raul Alfonsin replaced army chief Gen. Hector Rios Erena following a mutiny by about 150 officers at Campo de Mayo demanding amnesty for human rights violators. Gen. Erena resigned as Gen. Cadiro (Caridi) was appointed to lead the army amid threats of civilian trials for abuses. The crisis arose as loyal troops refused orders to attack rebels, ending in a negotiated surrender. Human rights groups noted Caridi may face scrutiny for past abuses while 250 officers face charges from the dirty war era.
