Washington AP The first nationwide rail strike in nearly a decade halted freight traffic and disrupted passenger service. Congress and the Bush administration seek a 100 day cooling off period to end the stoppage and appoint an emergency board to craft a settlement. Freight carriers and unions had halted talks after a Tuesday midnight deadline.
