Maryland Racing Commission Faces Old Controversy
The Maryland Horse Racing Commission, anew, faces a recurring dispute as the HBPA plans to raise the still controversial receiving barn practice. The barn, used to isolate horses for two hours before post time, has angered trainers for four years. Saliva tests and post race urinal tests are part of enforcement, with trainers held responsible for stimulants. The HBPA, now led by H Courtenay Jeniffer, Wilbur Dulin, and Frank Small, will present new arguments to the commission as it debates costs and worker concerns.
