He noted the federal government had funded agriculture and animal husbandry for years but only in 1912 began a child welfare appropriation. the last Congress allotted eight and a half million for farming and animal industry and only twenty five thousand for child welfare.

Speed Maniac Killed in Portland Road Mishap
