London Jan 27 Peking dispatch says a Manchurian Convention signing is near but not complete. Russia may gain exclusive railway mining rights via a secret separate agreement with China while preserving a facade of Chinese control.

Charles W. Whitney a 32 year old manager of 331 Madison Avenue was arrested for speeding through Seventh Avenue and caught after a chase. Magistrate Crane in Harlem Police Court set a 300 dollar bond to keep the peace for three months and parole until this morning when a bondsman is required. The magistrate warned he would make an example of him as a wealthy offender. Whitney is the son of H N Whitney who runs a banking and brokerage firm at 15 Broad Street.
Poles in Chicago held five mass meetings across the city protesting Prussian cruelties in Polish provinces. Speakers denounced Prussian attempts to crush the Polish language and rule with hate and contempt. Resolutions of protest were adopted at each gathering and will be sent to the Prussian Government.
Albany dispatch reports Bishop Burke at the Cathedral of the Immaculate Conception denouncing King Edward VII’s coronation oath. He warned Catholics that the oath endorses the Eucharist as not the body and blood of Christ and urged fervent prayer and faith, urging adoration before the Blessed Sacrament.

Cincinnati January 26 Word arrives that W J Murphy is appointed General Manager of the Alabama Great Southern Railway and that the companys general offices will move from Washington to Cincinnati Murphy will retain the post of General Manager of the Queen and Crescent route which the Alabama Great Southern forms part of from Chattanooga to Meridian Frank C Gannon previously managed that line
Mayor William Glasmann of Ogden Utah plans to employ firemen as spring and summer truck farmers on vacant city land near fire stations. Fire crews will plant cultivate and harvest marketable vegetables with all proceeds going to the city treasury to reduce idleness between fires.
For four hours last Wednesday the Cunard liners Etruria and Umbria used the Marconi wireless system to exchange positions and messages in mid Atlantic. Signals began at 11 40 AM and the two ships ended the connection at 4 40 PM with about 125 miles between them, a new record. The Umbria’s operator did not know Marconi himself had boarded the Philadelphia and did not attempt contact. Passengers’ messages were forwarded to the Etruria once contact was made.
The Illinois Historical Society proposes a $500000 state library building in Springfield to house the state historical law and general libraries. Dr. Edmund J. Fire marshals and police restricted crowds as crews fought the blaze for two hours before containment.
The inquiry focuses on the patrolman who covered the blaze and the fate of Joe the fire horse. Ex-Alderman Fleck linked to a Bowery music hall business faces prior charges. Joe, a four year department veteran, died after colliding with another horse on Fourth Avenue and being hoisted from a tunnel excavation after delays.
Fire in Montclair New Jersey in January damages multiple buildings in the Bloomfield and South Fullerton area. The blaze started in William M. He alleges a scheme to curtail his powers under the new city charter and says he will fight to protect the charter. He cites potential opposition from four Democratic Senators and aims to rally Republican votes to block any constitutional majority against him.
