The Anglo American Church plans to feed and clothe Finnish schoolchildren in four parishes as famine leaves about 400,000 people destitute. Conditions surpass those of 1867 when 109 died, with frost ruins, floods, and widespread beggary reported by Russian and British correspondents.
Special to The New York Times from Winchester Massachusetts describes coal shortages and cold weather flooding the home of Thomas W Lawson. Pipes burst in four bathrooms flooding walls ceilings furniture and draperies. The caretaker omitted shutting off water to save fuel, risking the Christmas tree and Lawson's holiday plans.
William Keyser head of Baltimore Automobile Club and Chilean Consul R J Leopold tested the Park Board ban on heavy wagons and pleasure vehicles on Green Spring Avenue. A guard stopped him and Keyser was arrested. Justice White ruled the arrest unwarranted as Park Commissioners lack authority to exclude automobiles from parks or roadways.

John W. Barringer, 27, office engineer for the St. Louis Memphis and Southeastern Railroad, was stabbed to death in his Granite Building office. Thompson Morton, an unemployed civil engineer, stabbed him four times and attempted self harm by swallowing poison, later saved by a stomach pump. Morton refused to discuss the case. Barringer's death follows a dispute over duties from recent work near Cape Girardeau. Barringer was the son of Col. J. Barringer and husband to Edith Beck, with a young son.
In Philadelphia on December 19 Thomas Gould aged 104 at 1029 Vienna Street is named heir to $2,500 after his son John J Gould died intestate on December 28 last year. Register of Wills Singer granted letters of administration to the father today. a brother of the deceased will share the estate.
In Keokuk Iowa on December 19 City Marshal Coulter and Justice Musgrave were fatally wounded by George Stillwell a Deputy Fish Commissioner. Stillwell was then shot dead by a pursuing posse after a dramatic armed confrontation in Farmington and an ensuing chase.
Philadelphia officials face court order restraining warrants for printing the December election assessors lists. Union No. 2 sought enforcement of the December 1901 ordinance demanding enfranchised union workers on municipal contracts. Comptroller Walton must certify compliance or face daily fines of one dollar for each noncompliant worker.
A Brockton Superior Court jury awarded Frank J. Cashin of Springfield 37000 in damages against the New York New Haven and Hartford Railroad Company for injuries from the Avon railroad accident of 1901. The plaintiff 28 was a medicine salesman earning 2500 yearly at the time and spent 12 days in hospitals. An appeal will be taken.
The Cuba Bliss negotiated convention would reduce Cuban tariffs by 25 percent on many U S goods and grant liberal Cuban concessions on imports. It fixes specific 30 and 40 percent reductions, preserves tobacco restrictions, and allows reopening talks if rates change. The treaty is to take effect ten days after ratification and awaits Senate action after the holidays.

Dr W Frank Haehnsen demonstrated Liao-Toun-Chen and Liao-Sien-Ne-Chen, Korean twins bound by a flexible ligament, to medical students. The pair, about sixteen, healthy aside from a nasal issue, walk with Sien-Neh-Chen usually leading, distance between them varies from 2.36 to 5.51 inches.
An all day and evening show in Tuxedo Park featured crafts by school children and residents. Exhibits included embroidery, needlework, drawings, photography, lacework and carpentry. Organized by Mrs. Grenville Kane with support from local residents and church figures, it marked the village’s first such event and drew success.
At midnight in Weehawken three freight cars broke loose near Willow Avenue and Fourteenth Street striking a trolley on the Union Hill line. Three women were severely injured including Mrs Newkirk and Mrs Rohner with skull fracture and head injuries. Fifty-seven passengers were bruised but not seriously hurt as ambulances and doctors worked at the scene.
Dec 19. Miss Voltaire Le Cleyre an anarchist and language teacher was shot deadly by Herman Helscher, a former pupil and avowed anarchist. Helscher, claiming heartbreak, fired five times in daylight. three hits left Le Cleyre dying in hospital. Helscher in custody.
Chicago reports a new labor agreement boosting wages by about eight percent for locomotive engineers and firemen on the Chicago and Northwestern system and branches. The raise, effective January 1, covers 3,500 Northwestern employees with pay scales rising to 4.70 per 100 miles for engineers and 2.75 per 100 miles for firemen, plus a work-rule concession removing wool cleaning duties from firemen.
The New York New Haven and Hartford Railroad has ordered more than 3,000 new freight cars passenger cars and engines with 2,000 box cars steel underframes from Standard Steel Car Co and 500 pressed steel cars from Pressed Steel Car Co. The total value exceeds half a million dollars and delivery is expected March or April next year. President John M Hall did not disclose the exact amount.

F T Caldwell night operator for the Pere Marquette Railway was attacked by a 500 pound black bear at the station in He mlock City Michigan at 2 AM. The bear injured him and damaged equipment before being killed by a shotgun blast fired by a fellow worker. Trains on the Saginaw Division were delayed for hours due to the telegraph outage.
The burglar shot by Rev. D. B. Shellenberger at Bannerville died in his County Jail cell without naming himself. Dr. Herman reported no recovery and the dying man refused to reveal any friend or identity. The Reverend is Bannerville postmaster and the burglar was robbing the post office when shot.
