A U S emissary directs a direct message to Emperor Hirohito urging Japan to halt attacks on United States forces and seas. The note from Hull seeks immediate guarantees that hostilities will end.
Japan fully accedes to American demands and delivers apologies to the United States and Britain. Indemnity is promised for Panay and Ladybird incidents. Emperor Hirohito notified as 200,000 marchers greet the occupation of Nanking outside the palace.
The United States delivered a stern formal note to Japan condemning the Panay destruction and three other ships. It demanded a formal expression of regret, full indemnities, and specific steps to protect American lives and interests in China.

About 300 WPA workers are expected to be added in Lawrence County in the next week. Walter N. Todd, district WPA manager, said that when state authority for an additional 30,000 WPA jobs was issued, projects for District 14 to employ about 1500 more workers were submitted. Approval to add the workers is anticipated.
Temperatures rose from a season low of 16 degrees below zero last night as readings across the region tumbled. McKinley Spring Water Station near Kane reported 18 below, Cahoga wire service saw 10 below with cold breaks, and Ridgway St Marys Elk County towns logged 5 to 6 below as the coldest of the season.
