Chicago, the nation’s second largest city, digs out after a blizzard that blanketed the area with 30 inches of snow. Helicopters moved the sick as roads and O’Hare were closed, 29 deaths blamed on exposure and accidents, 2,500 workers deployed for city snow removal amid calls for more storms.
President Carter nominates Leonard Woodcock former United Auto Workers leader to be the United States first ambassador to the People's Republic of China. Woodcock has headed the Peking liaison office since 1977 and helped negotiate diplomatic recognition set for Jan 1. He is 67 and from Providence Rhode Island.

Allan Grant president of the American Farm Bureau Federation attacked church militancy, welfare and labor unions at the Miami meeting. He accused Congress of exempting itself from Social Security taxes and major labor laws while enjoying pay raises and inflation protection. He urged spending limits and policy changes, noting exemptions for members of Congress and their staff.
