Paris dispatch notes Edward Duke of Windsor has discarded old court ceremony since becoming a duke. He travels informally, hosts choose guest lists, and public announcements are up to his hosts. Introductions are made by his equerry Dudley Forwood as needed.
President Roosevelt will discuss the national budget and tax relations with Securities Chairman William Douglas and Kennedy. The talks may address stock market volatility and how to align federal spending with income. Also invited to lunch were Roy W. Howard, editor of the World Telegram.
In a throne speech opening Parliament King George VI promises to pursue peace for China and Spain and to provide air raid protection for all England and help for needy families. He mentions inviting Belgium’s King Leopold and Romania’s King Carol for visits and warns of ongoing conflicts in Spain.
Mrs Edward Leche 29 a deaf mute of Plaquemine was killed in a collision last night between an automobile and a cane truck near Oscar Sheriff Oliver Bouanchaud said he held the negro driver of the cane truck Pending investigation. Five companions were injured including Evelyn Rita Berthelot about 10 with serious injuries Dorothy Ann Berthelot two years old with concussion and torn scalp and Matt Berthelot 33 also injured in Plaquemine area.
Secretary Wallace formally approves a 2,000,000 acre reduction in the cotton production goal for the 1938 crop conservation program. The revised cotton range is 27,000,000 to 29,000,000 acres, reflecting higher 1937 production estimates, while potato acreage goals of 3,160,000 to 3,300,000 acres gain inclusion in the nationwide program offering cooperation payments.
An old man with a long white beard from Finland was arrested for vagrancy in New Orleans. He spoke no English and used handwritten name copies. In Judge William Hopper's court the clerk misread the name, calling him Mustache, and he was sentenced to 10 days in jail.

Ouachita parish earns fifth place among 40 home demonstration booths at the Louisiana State Fair. The Ouachita display scored 1 920 of 2 000, with Richland parish taking first and Vernon, Winn, and Tensas following. The judging committee cited decoration arrangement education and products.
The CIO proposed a reconciliation with the AFL to create a CIO department inside the federation empowered to organize workers in mass production, marine and utilities. CIO leader John Lewis would gain influence via a larger member base, while AFL leaders planned to respond after further discussion.

Herbert Osteen a clerk at a Monroe women's apparel shop remains in very critical condition after a railroad crossing accident early Monday. Doctors say he has suffered a severe brain injury with scalp lacerations fracture of the left thumb and general contusions. His companion Hilton Johnson Monroe Shoe store clerk was in the car with Osteen during the crash and survived.
The United States Supreme Court agreed to review an appeal in the Louisiana Arkansas tax dispute involving the 1932 act and a privilege tax of one dollar per horsepower for generator capacity used by a corporation or individual in business. Sheriff Milton Coverdale seeks relief from a federal injunction affecting the case in Ouachita parish. The final decision will follow oral arguments.
The News-Star and Morning World set noon Wednesday October 27 as the final deadline for ad copy to appear in the Progress and Anniversary editions. Merchants must submit copy to the advertising department by that hour for publication in the October 28 News-Star and October 29 Morning World editions.
Japanese forces occupied Tazang five miles north of Shanghai after air and artillery bombardment. They severed the Kai-Nanking railway, hindering Chinese withdrawals from Chapei and Kiangwan, as battles raged along the northern Shanghai perimeter.
Mrs. Jennie Cohen Seholnick, 3, was found guilty of bigamy by a mixed juror panel in New Orleans. Prosecutors said she married Ben Kraemer in Brooklyn in 1995 and later wed Alex Scholnick in New Orleans on January 14 1927. Sentencing will follow.
