Observers forecast a lighter vote in the Fifth district runoff except in Monroe as citizens go to the polls to choose a United States representative. The runoff pits Congressman Newt V. Mills against Edward L.
Returns from the Fifth district congressional runoff between Newt V. Mills and Edward L. Gladney will be broadcast live from the News Star World news room via station KMLB. Results will be compiled quickly by phone and special wire, with no calls to the newspapers or radio station.
About 39 000 ballots were cast in the first primary with ~8 000 in Ouachita parish. Polls closed at 7 p m amid threatening cold weather. Saloons remained closed per election law and will reopen Wednesday morning. Mills fed five other candidates in
Board members and committee chairmen of the Ouachita Tuberculosis and Public Health Association will finish plans for the Southern Tuberculosis Conference at 1 p.m. Thursday in the 202 Old Central Savings Bank building. The conference runs October 21 22 23 at the Virginia Hotel and will be the first held in Louisiana and in a city as small as Monroe.
Judge Paul Debaillon dismissed a petition by 700 taxpayers from St Bernard and Plaquemines parishes seeking the removal of District Attorney Leander H. Perez. The filing claimed Perez was incompetent and guilty of favoritism, but charges were deemed insufficiently specific.
Gladwin Hill reports on consumer cooperatives growing in the United States with about 2 million members pooling funds to run stores and purchase goods. Last year their total business reached 600 million dollars, expanding since 1921 when farmers formed a cooperative in Ohio Michigan and Indiana to lower fertilizer prices.
The Monroe preregistration day parade begins at 7 30 p m with C B Braun leading the L B Faulk Post No 13 American Legion and many groups including veterans bands Boy Scouts and floats. West Monroe parade starts at 5 p m from City Hall with Mayor Harry Williams leading. Registration booths open 6 a m to 9 p m Wednesday for first peacetime draft while Congress members face automatic deferment.

In Columbia Arkansas on October 15 a jury selection for four escaped convicts charged with murder dragged on as 93 of 125 prospective jurors were questioned. Defense challenges complicate moves while the state cites capital punishment ties. The four defendants are Bill Heard Bill McHarg William Landers and Floyd Boyce accused of killing Frank Gartman during a posse pursuit two miles northeast of Columbia.

Milligan known for Kansas City election fraud cases becomes special assistant to the attorney general on leave from Missouri post.
Carl Kennedy 19 of Baton Rouge Louisiana quits being a human cannon ball to enlist as a private in the U S Marines. He says his act involved being shot from a cannon into a net at county fairs and quips about 20 cannon balls having been killed.
Tokyo reports Captain H N James retired British naval officer received an eight month suspended sentence for espionage to last four years. William de Trafford of Nagasaki jailed six months with three year suspension. Bevin narrowly escaped injury as a bomb struck his lodging in London. A Rome broadcast claims German air force focuses on London governance rooms.

Secretary Hull said Ambassador Joseph P. Kennedy would likely return from London within a week or 10 days for a visit and consultation. He added Kennedy would go back to London afterward, despite reports Kennedy might resign after returning to Washington.
