The senate coalition backing a non partisan revenue bill defeated a second bid to raise income tax rates. An amendment by Senator Connally Texas would lift normal rates to 4 percent on the first 4000 dollars and 8 percent on income above 4000 with a surtax rising to 55 percent over 1 million dollars. The vote was 46 to 31.

Four states moved to select delegates to national conventions today. Roosevelt expected to gain Montana and New Mexico Democratic votes after Kansas. Connecticut 16 delegates likely to back Smith though unbound, New Jersey 32 pro Smith, while Hoover led 25 unpledged Jersey and 11 from Montana in Republican picks.
The House Military Committee heard vigorous opposition to reducing commissioned officers from 12 000 to 10 000. Washington May 17 Republicans in the Senate urged Speaker Garner to recess in June for party conventions and hold a summer session to finish pending business. Garner and Rep Snell met with Sen Moses and Sen Watson who said completing work by June 10 was unlikely. Garner said the House could finish by June 4 but adjournment before the Chicago convention was doubtful. If adjourned Congress would likely reconvene in July or August.

Floods in the Moselle valley add six fatalities to Whitsuntide deaths across Germany. Reports say roaring waters toppled houses ruined vineyards and even washed coffins from cemeteries near Guels as telephone lines failed after a cloudburst.
John H. Curtis, one of the Norfolk negotiators in the Lindbergh kidnapping, provides a complete confession writing that all boats and people he described were imaginary. He says newspaper offers and a film deal spurred his fabrications, and Admiral Burrage presented the tale without recommendation.
