Camp Beauregard May 16 A board reported to the president led to the relief of Col Henry Stroup of the 142d field artillery and Col BR L Boyd of the 140th field artillery from their commands. The action is attributed to age and a background favoring infantry training over artillery. Col Stroup had long service with the second Arkansas regiment and was highly regarded by his command.
Washington May 16 Immediate construction of fourteen concrete tank steamers for oil trade and four concrete cargo vessels was decided by the United States Shipping Board. The new ships add to eighteen concrete ships for which contracts have already been let. Bed py.
Federal Judge Jack directed verdicts for defendants in the case Franklin State Bank of Winnsboro vs Maryland Casualty Co and United States Fidelity Guaranty Co. The bank sought 30000 and 5000 for burglarly insurance but the court ruled on law issues precluding further argument. Plaintiff given 90 days to file bills of exception.

Representative Powell said about 67 safe votes exist for passage in the House. The direct election of U S senators used suspension of rules for quick action.
