Washington reports the House Ways and Means Committee remains closed to President Nixon’s revenue sharing proposal and a Democratic alternative, signaling ongoing resistance and uncertainty in congressional reception.
Sen Edmund S Muskie pressed his revenue sharing idea in a Senate committee hearing discussing the Nixon plan. Democrats hold a 15 10 edge and Byrnes opposes the proposal with Mills, while two other Republicans doubt it. Muskie’s plan targets larger cities with nearly double the shared revenue, but the panel remains skeptical. Burke from Massachusetts criticized the Nixon approach and denounced revenue sharing as a concept.
Atty. Gen. John N. Mitchell told prosecutors that focusing on fairness for defendants harms fairness for the accuser. He cited proceduralism and evidentiary barriers, urged stronger federal leadership to balance justice and defend the accuser as well as the accused.
William J. Green praises Muskie plan as superior to the administration but laments local officials chasing patronage over feeding hungry mouths. Dan Rostenkowski expresses sympathy yet fears long-range consequences of distributing funds by need. Welfare payments could attract low-skill migrants to cities.
