The State Department urges swift action from federal officials on a critical diplomatic matter. Officials outline that timely steps are essential to advance negotiations and protect national interests.
Washington broadcasts note the State Department seeks Mexican action to protect Americans in Durango. Consul Hamm reports ransoms and rebel control. officials seek troop aid from Torreon. Policy will be announced after Wilson Bryan meeting Ambassador Wilson in Washington.
The president signals openness to recognizing the de facto Mexican government but shows no firm plan to act before or after the October elections. State Department notes report the Caranza rebellion gaining ground while Constitutionalists control much of the republic, suggesting patience for stability.
District Attorney Holcombe files criminal libel informations in district court against BE O Bruner and James E Halligan based on Dr W R Dodson affidavits. Bruner allegedly called Dodson dishonest and an account padder, and accused co workers of overstatements. Halligan allegedly told Prof EF Jordan Dodson was crooked in big accounts and owed him $5000.
In Decatur Alabama on July 18 engineer Huston Fleming and helper Floyd Hamlin were killed when a switch engine collided with their test engine on the Louisville and Nashville line. Fleming, crushed and scalded, begged bystanders to kill him and then slit his throat with a pocket knife.
Peking reports a Southern Confederacy leader proclaims Tean Chun Hauan as president after a lull in fighting near Kinkiang. The Japanese financing of the rebellion is widely believed. In other news, the Louisiana State Baptist Convention colored meet runs July 22 to 25 at First Colored Baptist Church, North Eighth Street, with Rev. C. B. Collins.
New York July 18 the Progressive National Committee volunteers to form a nationwide honor roll of 1000, organized into regional groups with a non arduous, non time consuming civic service aim. Oscar Straus John M Parker Gilbert Beveridge Miles Poindexter head the committee as districts recruit volunteers and pursue fusion for better city government.
The piece argues that voters historically oppose Tammany and Barnes, linking Barnes to Tammany's influence. It says fusion cannot tolerate political chicanery and office schemes, urging fusionists to unite behind the best candidate. It warns Barnes must work for New York City rather than himself.
Judge Henry sentences C C Smith to five years in the State penitentiary and removal from office after denying a new trial in the case. The judge, moved by the plea of friendship and duty, says he must follow his responsibilities. An appeal to the supreme court will be filed. Leigh Watkins, land office clerk, is arrested for embezzlement after confessing to Governor Brewer and posting a false patent return for 522 50. He bonds out and leaves for the country amid shock.
Stockholm reports a Swedish submarine sank 20 feet on July 2 when ballast tanks flooded. Removal of the lead keel while resting on the bottom caused the craft to rise, and no lives were lost. It is said to be the first case of a submarine sinking that deep and then being saved.
Governor Luther E. Hall defends non interference in board appointments in New Orleans declaring he will not dictate board affairs while insisting on higher standards. A 1913 Good Government League speech is cited, with July 14 removal of three Duel Board members for resisting dictation.
A misread electoral matter sees Isoul scrutinized up to the Attorney General and the Lever Board, with Sam Ple differences noted as potential issues in the ongoing review.
Thomas K. Gilbert, president of the Tensas Basin Levee Board, says the board assumes full responsibility for a proposed compromise in the Tensas Delta land suit and stands behind the transaction. Attorney-general Pleasant says he advised against advising the board on compromise. Governor Hall notes he did not approve the proposition and would only act if good faith were not evident.
New York City prepares for September for the forty first annual International Association of Fire Engineers convention. Chiefs from major U S and Canadian cities attend with foreign delegates from London Paris Dublin Edinburgh Frankfort Melbourne Cape Town and Honolulu. A Grand Central Palace apparatus exhibition and outdoor demos are planned along with a parade tracing firefighting history from horse drawn engines to modern motorized gear.
President Wilson sent to the Senate the nomination of James Wilson to be United States attorney for the northern district of Texas in Washington on July 18.
About 25 to 30 Monroe area car owners met at the Chamber of Commerce to plan a local auto owners group. J M Parker was elected president with R L McHenry as vice president and R Ellison as secretary treasurer. An executive committee of seven was created and will request by laws from similar groups, with next meeting set for Tuesday at the Chamber office.
Gov Hall names Ernest M Loeb and A M Lockett to the Orleans Dock Board to replace resignations by Flaspeller and O Keefe. Loeb runs a large New Orleans machinery business. Lockett heads a local contracting mercantile firm.
