Passman urges coop support for government break-even loans
Congressman Otto FE Passman told Northeast Louisiana Power Cooperative members at Winnsboro that backing a plan to let the government break even on rural electric loan interest would remove stigma of subsidized co-ops. He defended the existing 2 percent rate, noting the government borrowed cheaply and argued a rate rise would hurt all involved. Passman recalled electric co-ops’ growth from 1937 to serve over 500000 rural residents on 25000 miles of lines, delivering 99 percent rural coverage, and rejected charges of socialism. He also criticized foreign aid, saying billions go to many countries with limited justification and questionable relevance to U.S. interests.
