Dane County Judge Michael B Torphy Jr ruled Roman Fass mentally incapable of standing trial for the beating deaths of Inez Ballweg Brenda and Merlyn at a Roxbury farm on October 5. Fass was sent to Central State Hospital for evaluation until declared capable of further court proceedings.
George Arnold former Beloit Housing Authority director was placed on two years probation by Rock County Judge Edwin Dahlberg after a conviction for soliciting a $900 bribe tied to a housing project. Arnold was found guilty by a jury after a five day trial.
The 1971 Wisconsin traffic death toll rose to 917 with the Friday deaths of Elmer Zuege aged 68 and his wife Catherine 64 of Milwaukee. Their car struck a safety island a parked vehicle and a tree in Milwaukee, authorities said.
The Nixon administration said it now expects victory on Taiwan’s UN membership. Secretary Rogers and U N Ambassador Bush told President Nixon that enough votes appear to keep Taiwan from expulsion while seeking to seat the mainland Chinese government as well. The move would mark a major US diplomatic comeback if successful.
Washington AP reports the Phase 2 Pay and Price boards met without three AFL CIO labor representatives. A 3-judge panel upheld the Phase 1 90 day wage price rent freeze as legal, while GNP growth slowed to 3 percent and CPI inflation eased to 0.2 percent for September.President Nixon named leaders for the Pay Board and Price Commission as talks continue on post freeze guidelines.
Gov. Patrick J. Lucey’s executive secretary Richard Weening says the bipartisan coalition backing the budget and shared tax formula remains intact after six Republican defections. He notes the measure arose from cross party compromise and anticipates final passage once budget and tax reform are adopted.
Mrs. Arthur Carter, home training specialist at the Day Developmental Center, oversees a $300 federal purchase of visual aids and program expenses. The 20 hour weekly role, funded by Title I via the Day Care Services Board, supports mentally handicapped children at the Center and in homes, coordinating with social services and public health to expand services.
