Washington protesters spoke and marched to oppose the Vietnam war while a silent candlelight vigil gathered outside the White House. Congress delayed late session as members argued the American involvement, signaling heightened tensions over U S policy.
Opponents of higher welfare spending took a tentative loss as the Assembly chose a $4.9 million package to fund urban and welfare programs. Amendments raised the total price tag to $8.1 million, but Tuesday’s votes offered no clear signal on the final fate of the package.
The Senate voted to kill the Tarr task force proposal for municipal tax relief, then revived it as Republicans pressed for another long term study. GOP leadership claimed there are enough votes to kill the bill if opponents push.
The Senate approved a two year 4.78 billion extension of the antipoverty program by a wide margin. A rider granting governors veto power over Legal Services projects sparked a sharp 45 to 40 vote against the measure. Separately the government floated standards to raise permissible radiation from color televisions fivefold beyond current science based goals.
An autopsy on 18 year old Steve Schoenecker, who collapsed at Platteville State football practice, finds death due to acute pneumonia. Grant County Coroner Dr. Leo Becker and team physician Dr. Stanley Nuland conducted the examination.
Vatican City AP reports Pope Paul VI declined to intervene in synod discussions while 17 of 18 speakers urged broader bishop participation in church governance. The Washington AP story notes Armstrong likely to be named commissioner of reclamation, succeeding Floyd Dominy, with Armstrong previously in Salt Lake City since 1968.
The Whitewater board voted Tuesday night to revise its dress rule to require boys hair above eyebrows and not hanging to the collar, ears, or sides, plus clean shaven appearance. In Madison, six Midwest attorneys general plan a October 24 Chicago meeting on cross state pollution actions impacting Lake Michigan and the Mississippi River with Wisconsin represented by Atty. Gen. Robert Warren.
Monroe Public Affairs Committee reports Green County equalized value grew 8.3 percent statewide 1968 operating costs climbed 9.14 percent, exceeding property tax base growth. Taxable value rose to 201,516,965 from 186,077,855, while debt nearly quintupled to 1,965,000 by year end.
The State Board of Health Mobile Survey Unit will be at the Masonic Temple Monroe and at Monroe Junior High for teachers only. People 20 and older may take chest X ray and blood pressure tests with 40 plus eligible for a blood test. From one blood sample 12 tests for cholesterol gout diabetes heart liver kidney and cancer indicators are done. Results go to the tester’s physician if follow up is needed. The unit’s schedule lists dates and times through Oct 31 with locations at the Masonic Temple and the junior high.
Monroe High School Key Club members who attended the International Key Club Convention in Miami last summer will report on activities at the Kiwanis Club luncheon Thursday noon October 16 at the VFW Club. John Reese will accompany the group.
Monroe FFA members, led by advisor Kenneth C. Allen, depart for Kansas City to attend the National FFA Convention after a district win at Lancaster Wisconsin. Nine participants will fly from O'Hare, with Larry Sommers replacing Dick Holyoke due to illness. The chapter will also receive the National Chapter Silver Emblem for ranking in the nation’s top 100 chapters and local sponsors contributed 75 each to cover costs.
Martha Bernet of Monroe won first place in the Fondue Chalet Yodel-In earning a $75 meal ticket at the Madison event. Ernest Jaggs of New Glarus and Harold Maurer of Mora received $50 coupons for a yodeling duet, with Karen Mellenberger of Madison taking third prize a $25 meal ticket. An alphorn contest crowned 11-year-old John Wenger of Waterloo with a medal, presented by Carl Hoffman of New Glarus, as best blower. The chalet’s 200 year old Swiss alphorn was noted.
The New Glarus Yodel Club and guests performed during a week of Swiss entertainment at the Fondue Chalet on East Mifflin. Floyd Voight announced the Yodel-In will become an annual contest. In the past two months, activities included performances by the Around the Black Moe and ee The New Glarus group.

Rev. Frank R. Hinebaugh, chair of the Citizens Advisory Committee, led a Monroe School Board session at Northside Elementary to form three subcommittees Building and Grounds Curriculum and Enrollment Projection. Members include Ray Kubly Jr and Roger Stauffer among others with Mrs. Edwin Goecks as secretary pro tem.
Congressman Robert Kastenmeier of Wisconsin will discuss War and Peace American Policy in Vietnam as part of a Monroe Council of Churches series.
