Madison AP brief notes Rev. James E. Groppi remains jailed over a legislative contempt citation tied to welfare demonstrations that rocked the state Capitol since Sept. 29. The Wisconsin Supreme Court agreed to assume jurisdiction after habeas corpus relief was denied.
In Congress a flood of Vietnam related resolutions spurs Rep. Lawrence G. Williams to propose a measure to end the flow of resolutions on Vietnam. Nixon urges unity to show resolve for an honorable end to the conflict.
In Madison the Assembly GOP ruled the Democratic urban welfare package invalid and recessed, blocking a $44 million plan tied to Knowles proposals. The package sought school aid, veterans housing funds, urban programs, and restoration of early welfare cuts, with tax increases for high earners and corporations. In Washington, the Supreme Court said it will hear Oct. 23 NAACP LDF challenge to desegregation in Mississippi. WAUWATOSA reports two fatal crashes as motorists collapsed. one due to heart condition, the other from suffocation.
Acting Ambassador Samuel D. Berger renewed Washingtons pledge to help South Vietnam wage the war with its own forces. He spoke at the transfer of 80 U S river patrol boats to the Vietnamese navy noting progress toward Nixons goal of South Vietnamese self determination without outside interference.
Officials from governors to students join a snowballing bid for a Wednesday moratorium to protest in Vietnam. The plan envisions the largest citizen protest in U S history with all states involved and all-night sessions in Congress to back a peaceful demonstration.
President Nixon recalls Amb. Henry Cabot Lodge and Phillip Dean from Paris for consultations on Vietnam policy as nationwide antiwar protests loom. He plans a meeting with Lodge and Dean early in the week and a Saturday briefing with Melvin Laird and JCS leaders.
At the World Dairy Expo in Madison Green County showcased its cheese heritage. The Green County Agriculture Chest funded the exhibit while the Publicity Committee distributed 2 000 cheese samples and 3 000 brochures over six days. Darlene Rufener of Monroe presented Swiss cheese to U S Secretary of Agriculture Clifford Hardin. County dairy princess Ann Reed and several community queens helped welcome guests.
Two Republican Wisconsin senators introduced a bill to curb picketing of residences to protect occupants privacy while allowing lawful labor dispute picketing at commercial sites. The measure, backed by Sen. Nile Soik and Sen. Gordon Roseleip, carries up to 500 dollars fine and one year in jail. A separate Senate resolution praised police and National Guard for Capitol welfare protests led by Rev. James E. Groppi.
Sister M Wilfreda administrator of St. Clare Hospital reported rapid progress on a $7.3 million addition with excavation nearly finished and parking space reduced. J P Cullen and Son of Janesville leads the project slated for Fall 1971 completion.

It replaces the old Linotype and headliner phototypesetting, handling headlines and display ads at 12 chars per second with some shop use.
