In Madison on Thursday Republicans pressed to bar tax redistribution within the merger of Wisconsin’s two universities and rejected a conference report. Democrats hailed the issues as key to budget passage and warned they must be enacted first, risking a protracted 1971-73 budget battle.
Gov Patrick J. Lucey runs a two week payroll of 85 staffers, 24 percent more than predecessor Warren Knowles during a 1970 two week period. Payroll totaled $29,286 for Lucey compared with Knowles’ $12,699. Officials cite transfers from the Council on Criminal Justice and highway safety as major factors. Weening says budget matches Knowles era.
Dane County grand jury began secret deliberations into the August 1970 UW Madison campus bombing that killed physicist Robert Fassnacht. Chancellor H Edwin Young testified. four suspects Karleton Armstrong Dwight Armstrong David Fine and Leo Burt face federal charges for destruction conspiracy civil rights violations. none has been arrested.
Democratic leader David Carley of Madison said a mailing sent to Wisconsin residents attacked Senator Edward Kennedy as unfit for the White House. Carley alleged the letter bore Senator Edmund Muskie's name and condemned the tactic as unconscionable and deplorable.
Four Marshall postal workers and two year old Wendy Allen of Madison die in a two car Dane County crash. Two others, Marshall Municipal Judge Richard Noel and Mary Allen, injured. The toll includes additional fatalities near Delavan Belmont Oshkosh Watertown.
The Labor Department reports July employment at 80.6 million with a 5.8 percent jobless rate, up from 5.6 percent as many youths entered the labor market. Total employment increased by 1.2 million.
The release indicates a 500000 rise in jobs and 200000 increase in unemployment on a seasonally adjusted basis with the labor force up 700000. The report notes a rise in part time employment and a steady 5.3 percent rate for full time workers while average weekly pay rose 4.8 percent from a year earlier, offset by 4.5 percent cost-of-living increases.
Apollo 15 astronauts David Scott James Irwin and Alfred Worden prepared for a rare earth driven eclipse view as they head toward a Pacific splashdown after a lunar mission. The crew wore blindfolds to protect their eyes during the sun earth eclipse event, one of only a few times astronauts observed such a phenomenon from space.

A massive early morning blaze at the Prairie Oil Co. tank farm in NORTH PRAIRIE Wisconsin burned four tanks at one end of the field after an electrical transformer fire. Fire Chief Bud Teske said no big tanks exploded though three smaller tanks blew during the heat. Firefighters from eight departments fought the flames as water pressure was limited and water was hauled from a pond four miles away. The fire was declared under control around sunrise with crews cooling tanks to prevent reignition. Eagle River posted 39 degrees as Wisconsin stayed cool and dry.
