A plan by Assemblyman Zellinger would redraw districts to favor populous areas and reduce Milwaukee to 20 seats and Dane Brown Rock and Winnebago to two or three each. The constitutional change would require two legislatures and a referendum. A separate Senate measure would let Milwaukee borrow up to five percent of equalized property value. The Senate blocked a move to calendar a bill on interim committee study for reorganization in 1959.

Ralph Baltzer Recognized for Long Scout Service in Monroe
Scoutmaster Ralph Baltzer of Boy Scout Troop 114 received special recognition at a Court of Honor held at St. John's church basement. Karen Moen 97 longtime Brodhead resident died this morning at her daughter's home. Born August 15 1859 in Norway she came to the United States at 18 and settled in Orfordville where she married Tobias Moen in 1882. She lived in Avon Township after marriage and in Brodhead for 25 years. She leaves two daughters Mrs Hoff and Mrs Clarence Thorson a son Torval Moon 11 grandchildren 21 great grandchildren and three great great grandchildren. Services 1 15 p m Friday Everson funeral home Brodhead and 2 p m at West Luther Valley church with burial in the church cemetery. Friends may call Thursday evening.
