South Dakota Legislature Proposes Constitutional Debt Amendment
The Seventh Legislature proposes amending Section 4 of Article 13 to cap county and subdivision debt at five percent of assessed value, with allowances for certain purposes up to ten or eight percent under specified conditions. The amendment, if approved, would be voted on at the November 4, 1902 general election in Pierre.
