Constitution Amendment Proposed by 1901 Legislature
The Seventh South Dakota Legislature met at Pierre from January 8 to March 8 1901 and proposed a joint resolution to amend Section 4 Article 13 of the state Constitution. The amendment would cap county city town and district indebtedness at five percent of assessed valuation with exceptions for water sewer irrigation and certain city projects. higher limits apply under specified conditions with voter approval required. The measure to appear on the November 4 1902 ballot with Yes or No choices.
