City Council Cuts Deb t and Weighs Lighting Moves
The council met Monday night with full attendance and Mayor Fullerton presiding. They awarded a condemned sidewalk contract to Chas Havlatko, discussed lighting options for the residence area, and approved a further debt reduction by transferring 2000 to the sinking fund and calling four bonds. The meeting adjourned to September with work on the arc and incandescent lighting still unsettled.

The Yankton insane asylum saw leadership shuffled as Dr. Mead was replaced by Dr. S. Ross effective Aug. 20, with other changes including removal of assistant physicians and Parks, and appointment of Jake Nissen as steward. Kingsbury and Steere clashed over the board’s decisions as populists claim the reform was achieved.

Mitchell district shows 20 941 acres of vacant land open to entry with 19 200 acres in Yankton Indians ceded land in 1895. Last year there were 63 homestead entries for 6 267 acres and total entries across all classes reached 176 while cash receipts totalled 11 317 22 dollars.

Fifteen Boys Released From Reform School Plankinton Session
The state board of Charities and Corrections freed fifteen inmates at the Plankinton institution after Supt Tompkins recommendation. Leaders who tried to escape after a superintendent change prompted the action. The board also indicated an imminent change at the state insane asylum with Dr Roas set to replace Dr Mead.
