Washington April 6 the Martin Flood resolution declares a state of war exists between the Imperial German Government and the United States and authorizes the President to mobilize all naval and military forces to carry on war. The House voted 373 to 50 and the Senate 82 to 6 after a long patriotic session. Cheers greeted the vote and scenes followed.
