Treaty progress eyed as US and USSR seek new accord
Secretary of State Cyrus Vance said a treaty joining the United States and Soviet Union on strategic weapons remains possible this year after a two hour meeting with Soviet Foreign Minister Andrei Gromyko. The talks touched on modernization of missile systems and the disputed inclusion of a Soviet bomber, with a plan to have written assurances from Premier Brezhnev. With elections in two months, chances of finishing before the campaign rise are uncertain and Congress faces a tight timing window.
