Abizaid defends progress in Iraq noting a tough but winnable fight and predicts elections will largely succeed. Powell stresses the need for continued coercive actions and broad international scrutiny. Both urge a major offensive to restore Iraqi control, with plans to target Ramadi Samarra and Fallujah and to back a late year Middle East conference in Amman or Cairo.
