Washington AP reports that the natural gas deregulation bill in President Carter's energy program is virtually guaranteed passage. Senate Democratic leader Robert Byrd predicted 52 to 60 senators would vote yes in the final vote set for Wednesday at 1 pm EDT, and motions to send the measure back to committee would be defeated by a similar margin. A White House lobbying push reversed earlier jeopardy.
