Threat to Finances in Ohio School Retirements Bill
Ohio superintendents watch the General Assembly as a teacher retirement bill could force escrow of salary funds. Superintendent Samuel Dalton warns the district would need about 566000 dollars escrow by December 31 if unchanged, risking end of year operating balance. John Hall of the Ohio Education Association notes the issue stems from nine month salaries paid year round and uneven deductions, with ESCROW restrictions cited by an August attorney general opinion. Dalton opposes allowing escrow funds to affect board decisions and forecasts higher borrowing costs and cash flow strain January through August, plus interest on idle escrow funds.
