Typhoon Elsie struck South Vietnam's northern coast near Da Nang causing U S air operations to halt almost entirely. The storm disrupted flights and damaged facilities as relief and military teams assessed the impact along the coastal region.
US military reports show August withdrawals reduced Vietnam troop strength to 37,100, down 600 in the last week. The target was 39,000 with a December goal of 27,000. About 100,000 more service members are active from bases in Guam Thailand and ships off the coast.
