Back Pay Denied for Skinner Soldier Refusing Repatriation
Akron AP Lowell D. Skinner, an American soldier who refused repatriation from Communist China after the Korean armistice, was ruled ineligible for 1705 back pay because his application arrived eight days after the 10 year statute of limitations. Skinner plans to appeal, stating he handed the forms to the Army Finance Center in Hong Kong before the limit expired, though the Army notes no such center exists there. The sum reflects allotments deducted and sent to Skinner’s parents from Nov 2, 1950, to Aug 4, 1953, the prisoner exchange date.
