Washington AP Carter considers expanding the government program to aid companies workers and communities hit by foreign competition. Proposals increase appropriations 50 to 100 percent and shift emphasis to retraining loans and city aid rather than only cash payments.
In Dayton Ohio the Episcopal church community and Rev Doris Mote share sorrow after her daughter Beth Ann Mote 14 was found slain in Montgomery County. Congregants wept during communion and prayers as the Rev Mote and pastor Gordon Price offered comfort. The attack remains unsolved.
National security adviser Brzezinski said a Middle East peace conference may slip into early next year. He noted December is not crucial, cited Arab-Israeli progress, and said Palestinian participation talks proceed without revealing specifics. He indicated West Bank mayors could represent Palestinians.
Britain's Prince Charles wraps up a two week U S visit in California where protesters trailed him and his departure was delayed two hours after a telephoned threat prompted extra security checks. He was en route to Australia with Hawaii stopover.
Inmates at the Marion Correction Institute in Ohio stage a walkout over 19 demands. Ten inmate cooks joined after breakfast, claiming threats from strikers. No injuries reported. Demands include larger visiting rooms and extended visitor lists and hours. The inmate council is said to not represent all 1,385 prisoners.
In Ohio the instant voter registration ballot debate includes 22 counties where voters will cast ballots without registration. Opponents warn of disenfranchisement while Secretary of State Ted W Brown argues registration must proceed regardless of Issue 1.
President Carter appealed to Ohio voters to reject Issue 1 a proposed constitutional change that would end the five month old instant voter registration law urging higher participation and warning that government must be accountable to the people the letter released by Citizens to Save the Right to Vote frames the campaign against the amendment in Columbus and cites rival views from Gov Rhodes and Sec. of State Brown.
Industrial customers must notify Columbia Gas of Ohio by Tuesday to pursue self-help gas contracts and avoid a possible 12 cent per thousand cubic feet surcharge. PUCO extended the mid-October deadline after industry pressure as Gov. Rhodes and others push to curb interstate gas dependence.
Responses to a Pentagon tied ad by Dr. Martin Goldstein offered varied ideas to curb nuclear weapons. Proposals included hostage swaps between nations, reviving atmospheric tests as attractions, pressuring lenders to deny funds, and using dud warheads to shrink arsenals while preserving deterrence.
