Franklin residents in the city and unincorporated Franklin Township will vote Tuesday on forming a single city to begin January 1, 2006. A seven member at large City Council would govern the merged entity and rural township areas would retain hunting and fences. Eight full time officers would replace sheriff deputies, with two full time firefighters and volunteers staffing a township station. The 1.5 percent income tax would extend to the township and the 2.62 mill fire levy would cover the township, replacing the current 0.719 mill levy.
