The Justice Department reports a 3 percent overall decline in U S crime in 1977 with a 2 percent drop in the first half of 1978. Property crimes fell 4 percent in 1977 while violent crimes rose 2 percent led by a spike in rape and aggravated assault. Arrests occurred in 21 percent of crimes in 1977, with 28 percent of arrestees under 18.
