County charter changes backed by Ohio commission
The Ohio Constitutional Revision Commission tentatively approves a plan to let counties alter charters by majority vote and backs creating an Ohio Ballot Board to draft and publicize amendment language. A second proposal would declare legislative power to reduce county counts. An Oct 15 1917 note mentions wartime requisition of private oceangoing vessels.
