The Senate ended a lengthy impasse with a 50 to 46 vote in favor of deregulating natural gas prices, followed by a voice vote to pass the bill. President Carter called the move a major setback for his energy program and labeled the action significant.
Sen John Glenn Ohio opposes the move saying it will not quickly increase fuel supplies and could cost consumers millions. The Senate backed a 2.48 price for two years with future market pricing, while House supporters kept price controls at 1.75. Offshore gas remains controlled for five years.

Dr. Steve Galladay led a four member team that separated conjoined twins with one trunk and a shared heart. One twin died during surgery. The surviving infant, seven pounds three weeks old, remains in critical condition with a 50 percent chance of survival and will be paralyzed on the right side.
Israeli Foreign Minister Moshe Dayan and President Carter reach a tentative formula for a Geneva peace conference. Israel must approve and gains Arab buy in. 1967 and 1973 UN Security Council resolutions remain the basis for resuming talks. A working paper could become the agreed procedures if accepted by involved nations. Powell says Vance to discuss further with Arabs.
Lake County Common Pleas Court Judge John Parks ordered Madison teachers and the Board of Education to begin daily negotiations from 1 p.m. and 9 a.m. to 5 p.m. until a pay dispute is resolved. The strike began after the board offered 9,500 with an audit pending, while teachers sought 9,700. In Amherst, a mediator was appointed to end a separate strike that began September 21.
Billy Graham described the issue as a comedy of errors after Minnesota regulators said his Billy Graham Evangelistic Association failed to register and report annuities in the state. He said an oversight and a postal address error caused the lapse and that the group would begin full public financial disclosure.
