Tongay Ruled Insane and Transferred to Hospital
RAIFORD Florida Russell Tongay a 39 year old former Miami swimming instructor who killed his five year old daughter Kathy has been ruled insane and ordered transferred from state prison to the Florida State Hospital. Judge S B Brooks signed the order after a sanity hearing prompted by Governor Leroy Collins Tongay described as a troublesome prisoner since his manslaughter conviction in 1954 has alleged abuse in custody and claims medical care is needed. The incident stems from Kathy and her brother Bubba performing at swimming exhibitions under the Aquatots banner.
